Adopt Resolution 18-01 to approve the Vote Centers for the 2018 Primary and General Elections as listed on the attached Exhibit, and authorize the Elections Director to make substitutions as necessary prior to each election, in the event that a Vote Center replacement needs to be made in accordance with A.R.S. 16-411.

Background:

Pursuant to A.R.S. 16-411, the Board must designate polling places prior to an election.  That Statute also allows for the Board to authorize the Elections Director to make substitutions as necessary prior to each election in the event a Vote Center replacement needs to be made in accordance with A.R.S. 16-411.
The Board authorized the use of 18 Vote Centers on August 25, 2015 after extensive research was conducted to determine appropriate facilities for housing the Centers strategically located throughout the County.  The Board held a work session on January 23, 2018 to determine voter turnout and usage of the 18 existing Vote Centers based on the four 2016 elections held at each Center. 
Staff is requesting, based on that discussion, that the Vote Center currently located at the First Baptist Church of Bisbee, 1173 State Hwy 92, be relocated to the Board of Supervisors Hearing Room at 1415 Melody Lane in Bisbee.  The reason for the move is more access for the public, including more parking and staff availability to assist.  Staff is also requesting, based on the low numbers of people voting at the Portal Vote Center located at the Portal Library, 2392 S. Rock House Road in Portal be closed and the equipment currently assigned to that Vote Center be re-allocated the Douglas Vote Center located at the Douglas Visitor Center, 345 E. 16th St. 
If approved, this request would move one Vote Center, close one Vote Center, and expand one Vote Center for a total of 17 located throughout the county.  There are no other recommended changes at this time.
 

Department's Next Steps (if approved):

Move forward with Vote Center facility use agreements (already approved by County Attorney Elda Orduno), complete mandatory ADA compliance certification, perform public outreach, and conduct the two scheduled 2018 elections.

Impact of NOT Approving/Alternatives:

Elections would need to find other suitable locations and bring them back to the Board for approval.
