Authorize the County Administrator and staff to move forward with the purchase and implementation of ADP Workforce Now Services agreement.
Background:
The Cochise County Administrator has lobbied the assistance of Ms. Lynette Nowlan (Dir. Finance), Ms. Julie Morales (Dir. HR) and Mr. Joe Casey (CIO), (hereafter referred to as “The Business Team”), to investigate opportunities for outsourcing the HR and Payroll functionality. The view is that outsourcing HR and Payroll would enhance the county’s ability to:
- Reduce its operational cost of HR and Payroll
- Eliminate the county’s reliance on paper timesheets and reports
- Promote employee satisfaction with consistent time and attendance reporting
- Improve the county’s business visibility through real time reporting
- Boost productivity by gaining visibility into workforce utilization
- Design for County Governments
- Reasonable fit for Cochise County
- Ease of use by employees and managers
- Seamless integration with existing County products
- Wide market acceptance and deployed among other Arizona municipalities.

Move forward with a formal agreement with ADP for their services.
