Discussion and possible direction regarding the Willcox Animal Shelter IGA.
Background:
The County owns the Willcox Animal Shelter, but for many years it has been operated by the City of Willcox through an IGA. This has allowed the Sheriff’s Animal Control Officer in this part of the County to place at loose and other animals.
In 2017, the County paid the City $46,995 to operate the Shelter, including $22,066 in salary for a City employee to operate the Shelter. This past year it came to the County’s attention that the Shelter had fallen into disrepair. The County’s Facilities Department did substantial repairs and improvements to the Shelter.
Also, the County’s Animal Control Officers have not been not satisfied with the hours of operation or the care of animals. The City employee who is supposed to operate the Shelter has other duties that take her away from operating the Shelter. Supervisor Judd is also aware of the situation. Attempts to get the City to better operate the Shelter have been unsuccessful.
Staff believes that the County should put out an RFP for someone to run the Shelter on the County’s behalf.
