Approve Intergovernmental Agreement (IGA) with the City of Bisbee and Cochise County for Planning, Zoning and Subdivision Development, Design Review Board and Building Inspection Services, effective after approval by both entities until December 31, 2018, subject to review.
Background:
The Development Services Department currently has in place two IGAs with the City of Bisbee. The first is an IGA that allows the Department to provide Planning & Zoning Services for the City of Bisbee at an hourly rate. The second IGA allows the County and City of Bisbee to utilize, when necessary, each other’s building staff for building plan review and inspection services.
The new IGA between the County and City combines these services and includes code enforcement activities for a fixed monthly rate. The County will employ an additional building inspector paid for by the City of Bisbee. All City planning & zoning and code enforcement activities will be provided by the County for an additional $2,500 per month.

Provide the signed IGA to the City of Bisbee for approval by City Council.

An additional building inspector position added to the FY19 Development Services Budget. Funding for services will be provided by the City of Bisbee. Bisbee will fund the additional building inspector position and provide $2500 per month for planning & zoning services.
