Approve an Intergovernmental Agreement (IGA) among Cochise College, Sierra Vista Police Department, and the Cochise County Sheriff's Office to assist Cochise College in operating a police academy in Cochise County.
Background:
Cochise College, Cochise County Sheriff's Office and Sierra Vista Police Department recognized a need for a law enforcement training academy in Southern Arizona. The respective agencies have come together to operate a police academy in Cochise County in order to recruit, hire, train and retain quality employees to serve the citizenry of Cochise County as law enforcement officers. The attached Intergovernmental Agreement was drafted by Britt Hanson and reviewed by each agency before being submitted for approval.
Cochise College has agreed to provide facilities, provide/arrange for AZPOST approved instructors, curriculum and housing.
The Sheriff's Office has agreed to provide access to their firing range, defensive tactics room and related equipment. Additionally, the Sheriff's Office has agreed to provide one law enforcement officer to act as the academy sergeant with the college reimbursing the County in the amount of $40,000 per four month academy.
The Sierra Vista Police Department will provide access to their defensive tactics room, related equipment and one police officer to serve as a class counselor.

Department's Next Steps (if approved):
If approved, the three entities will move forward with the 19 week academy to train recruits to be AZPOST certified law enforcement officers.
Impact of NOT Approving/Alternatives:
It will be detrimental to local law enforcement agencies regarding the hiring and training of potential officers. It would also force local agencies to seek outside training academies for their officers at a greater cost to the respective agency.
