Agenda Item Text:

Discussion and possible direction regarding a County planning initiative to amend the Cochise County Community Development Fee Schedule.

Background:

The Community Development Department is responsible for the collection of permitting fees associated with environmental health systems, highway right-of-way, residential and non-residential construction, code compliance and planning. These fees are intended to ensure the protection of the public’s health, safety and welfare and promote uniformity of construction quality that is in accordance with the building code as well as all other applicable codes and ordinances.

The adopted Cochise County Community Development Fee Schedule was most recently amended via Resolution 18-06 on May 1, 2018. Since that time, new planning services have been proposed which require the addition of a corresponding fee in the fee schedule, while the minor expedited subdivision option has been eliminated from the subdivision regulations. In addition, the planning division proposes replacing the “Square foot construction costs a,b,c,d table” with a reference to the most recent Building Valuation Data from the International Code Council. Finally, minor fee adjustments, comparable to the fees charged by similar counties in Arizona, are proposed to better reflect the costs directly associated with several planning services.
