Approve a grant award from The Nature Conservancy (TNC) to Cochise County in the amount of $20,000 to support Cochise County San Pedro Watershed Monitoring program of 2019 as approved by Board on 3/12/19.
Background:
Cochise County has been monitoring both baseline rainfall/runoff and project effectiveness of the County recharge projects since 2014 with the completion of the Palominas Recharge Project. We have added baseline stream and groundwater monitoring of Riverstone, Bella Vista and Horseshoe Draw beginning in 2016 and Horseshoe Draw project monitoring in 2018.
On 3/12/2019 the Flood Control District Board approved the 2019 calendar year monitoring contract with JE Fuller in the amount of $120,567 to cover annual monitoring and reporting for the above projects. Since December 2015, TNC has granted to Cochise County a total of $133,015 specifically to support our monitoring efforts for the recharge projects. With the $20,000 granted here, their total contribution to County recharge monitoring will be $153,015 through 2019. They have also contributed to Phase I and II of Bella Vista preliminary design studies (prior to the current NRCS grant for Watershed Plan/EA and Engineering Design).
Their contributions have helped defray the monitoring costs borne by County and show concrete support of the recharge projects.
We recommend you accept the $20,000 grant award from The Nature Conservancy.

Department's Next Steps (if approved):
If approved, ENR will accept the $20,000 grant from TNC and defray that much of the 2019 monitoring costs that Flood Control District would otherwise pay on the 2019 monitoring contract that was approved by FCD Board on 3/12/2019.
Impact of NOT Approving/Alternatives:
If not approved, County will miss the opportunity to defray $20,000 of agreed to monitoring costs for 2019 on the recharge projects.
