Approve Single Contract with JE Fuller in the amount of $78,020 for Bay Acres Design Concept Report Services.
Background:
The Bay Acres subdivision was developed before the enactment of State statutes allowing County review of developments. There was no plan for dealing with existing runoff through the proposed subdivision. Instead, the developer or contractor (impossible to know now) built earthen dikes on the east and north sides of Bay Acres to divert flows around it. These earthen dikes were not even on subdivision property. These diversions have caused drainage problems for Washington Ave, Highway 80 and Bay Acres itself, as they have eroded through in places.
This project seeks a feasible solution to reduce flooding in the above mentioned areas without unduly increasing flood threat in others.
The Procurement Department was available for bid on 7/16/2019 and closed on 8/9/2019. This Request for Proposal (RFP) was opened to those vendors considered qualified according to Request for Supplier Qualifications (RFSQ) 16-04-HFP-04, and was open to two vendors: JE Fuller and West Consultants. Two proposals were received and evaluated. Evaluation summary is attached.

Impact of NOT Approving/Alternatives:
The Bay Acres Design Concept Report will not be completed, thus, not allowing the Engineering and Natural Resources Department access to data required for this report.
