Discussion of revision of Cochise County Sanitary Code and Environmental Health fee ordinance.
Background:
The Sanitary Code’s last update was July 1, 1994 and is in need of updating. Proposed changes include, Food Sanitation Certificate means of compliance, adoption of the USFDA 2009 Food Code (currently adopted the USFDA 1982 edition), consolidation of several regulations into one and adopt various Arizona Administrative Code, as amended, to comply with our delegation agreements with the Arizona Department of Health Services and Arizona Department of Environmental Quality.
The fee ordinance last update was December 10, 2002 and is in need of updating. The fee code does not allow for combining food establishment permits, is not risk-based and appears arbitrary. Propose to adopt a risk-based approach to food program fees and propose fees based on actual program costs.
