Approve a License Agreement with the Elfrida Fire District allowing for patrons and staff of the Elfrida Library, a branch of the Cochise County Library District, to have access to restroom facilities at the Elfrida Community Center owned by the Fire District and provides for library staff and patrons to cross through the Community Center parking lot to access the library parking area, effective immediately.

Background:

The Library District has operated a branch library at 10552 N. Hwy. 191 since 2003.  The building was owned by the Valley Recreation Council (VRC) until 2016 and later by the Elfrida Citizens Alliance (ECA).  The Library District had a license agreement with each group that owned the building allowing for the operation of the library and access to the restrooms at the adjacent Elfrida Community Center, which shared the same parcel with the library.  The agreement for use of the restrooms is necessary because the library building did not have its own restroom facilities.

The Elfrida Citizens Alliance has donated the Elfrida Library building to Cochise County for continued use as a branch library.  The ECA has donated the adjacent Elfrida Community Center to the Elfrida Fire District.  The license agreement between the Library District and the Elfrida Fire District allows for library staff and patrons to use the restrooms at the Community Center.  This is necessary because the library building still does not have a restroom.  The new agreement also allows for library patrons and staff to cross through the Community Center parking lot to access the library's parking area.

The Library District has planned and budgeted for the addition of a restroom and septic system at the library during the current (2019/2020) fiscal year. 

Department's Next Steps (if approved):

If the updated agreement is approved, library users and staff at the Elfrida Library will have access to restroom facilities necessary for the operation of the library.

Impact of NOT Approving/Alternatives:

If the agreement is not approved, library patrons and staff at the Elfrida Library will not have access to restroom facilities.  Continuing to serve the public would require the installation of a portable toilet and would have a negative impact on library services.
