Consider four scenarios for Board of Supervisors' District
Background:
Due to the requirement that each supervisor district be "equal" in population, all Supervisors' districts must have a population between 41,593 and 45,971. This means that the Supervisorial District 2 and 3 must gain population and District 1 must lose population. Other factors considered in making these proposals include: (1) keeping “contiguous” areas together, (2) not splitting communities of interest, (3) maintaining visible geographic features, (4) encouraging geographic compactness, (5) not diluting minority voting strength, and (6) maintaining overall competitiveness of a district, when not in conflict with other factors.
