Approve agreement with Walton Family Foundation for grant funding for Palominas Area Stormwater Recharge Pilot Project for a three year period, in the total amount not to exceed $1,693,265.00.

Background:

On 6/21/2011 the Flood Control District Board approved Resolution FCD11-01 which authorized staff to pursue grant funding and partnering opportunities for a Stormwater Pilot Project. The resolution stipulated that any grants would be subject to FCD Board approval. A grant application was prepared and submitted to the Walton Family Foundation (WFF) for such a grant in September 2011. We were notified that the grant application was approved by WFF in mid-November and received the attached WFF approval letter for signature by FCD Board Chair Pat Call on November 23rd.

This grant will leverage already planned and approved FCD expenditures for flood mitigation in Palominas, namely $130,000 in property acquistion and about $400,000 in detention basin construction. The grant award from WFF over a three year period will be up to $1,693,265.00. Some County staff time spent on this grant will be counted as grant match as well. 

Department's Next Steps (if approved):

If approved, FCD staff will prepare a scope of work and schedule for the project, assemble a design team under the direction of a design firm on the Hydrology and Hydraulics On-Call list, begin on-site analysis and design of a stormwater recharge/flood control system. As deliverables are met, additional grant funding will become available for construction and monitoring of the pilot project.

Impact of NOT Approving/Alternatives:

If not approved, County will lose the approved (by WFF) grant amount of $1,693,265.00 to leverage the already planned County design and construction funding for the flood control only portion of the project.
