Approve the Title IB Adult, Youth, and Dislocated Worker contract #DI21-002289 between Cochise County and the Arizona Department of Economic Security, for the Workforce Innovation and Opportunity Act (WIOA) Service Delivery Area, effective July 1, 2020 through June 30, 2025.

Background:

Programs through the Department of Labor contracts and funds come from the DOL to the State. Cochise Private Industry Council, Inc. (CPIC) works with Adult, Youth, and Dislocated Worker training programs in Cochise, Graham, and Greenlee Counties. CPIC is reimbursed for their allowable expense through DOL and the State. This Intergovernmental Agreement is for the term of July 1, 2020 to June 30, 2021.

The contract reimbursement maximum for all services provided during the term of the contract and/or for the term specified above shall be $2,648,209 Cochise County acts as a pass through; there is no fiscal impact to Cochise County.

Department's Next Steps (if approved):

Review and sign the four copies of the Intergovernmental Agreement so that once expenses have been submitted to the State for reimbursement, the State WIA funds (only up to the contract limit) can be wired to Cochise County and passed to Cochise Private Industry Council, Inc. in order to cover expenses.

Impact of NOT Approving/Alternatives:

Funds would not be available for the program.
