Approve the Detention and Public Health Medical Services Contract with AB Staffing Solutions with an annual cost not to exceed $36,000 for a medical director and $195,000 for a nurse practitioner.
Background:
In order to provide high quality medical services in both the jail and public health clinics the Cochise County Health Department needs a medical director to support policy review and oversight as well as a provider to deliver direct patient care. Changes in the county insurance pool have made it fiscally advantageous to contract these services. This contract provides flexibility for staffing if direct hire employees are unable to provide services, layers of oversight to ensure quality care to inmates and the public, and limits liability by facilitating quality medical care.
Department's Next Steps (if approved):
Department Director representative will sign the contract and initiate the purchase order process. Contractor will begin providing services on 4 September 2020.
Impact of NOT Approving/Alternatives:
If not approved jail medical will continue to operate under an emergency bridge contract costing approximately $5,000 per week, the TB treatment will continue to operate under contingency protocols with ADHS, and direct hire employees will not be utilized to their full potential. The county is continuing to attempt to procure independent medical malpractice insurance through the county insurance pool for provider level coverage via our direct hire nurse practitioner. This contract allows back fill should insurance not be obtained or if there are gaps in coverage in the future.

The BoS previously approved $76,000 for the medical director position. The savings from this original request plus other annual general fund budget items in the departments approved budget will cover the cost of the contract if it needs to be expensed and executed in full.
