Discussion and Possible Direction regarding the Environmental Health Fee Schedule.
Background:
Environmental Health’s fee schedule has not been updated or changed since 2014. Currently, the inspection fees for fixed food establishments are based on the risk type. The fee schedule and structure also waives fees for certain establishments. According to Arizona Revised Statute 11-251.08 (B), “Any fee or charge established pursuant to this section must be attributable to and defray or cover the expense of the product or service for which the fee or charge is assessed. A fee or charge shall not exceed the actual cost of the product or service.”
A thorough review and cost analysis was done of the current fee schedule and past proposed fee schedules. The Public Health Director and the Environmental Health Manager found that the current fees are inadequate and do not cover the cost of providing the required services per the Delegation Agreement with AZDHS. The work session is to discuss the current situation, share the results from the cost analysis and receive direction on the proposed fee schedule for FY21-22.
The desired outcome of this work session is to receive direction from the Board of Supervisors on how to approach the current situation, discuss the proposed fee schedule for FY21-22, and the impact the fees have on the overall County budget.
