Discussion and possible direction on whether property owners who pay property taxes in cities within Cochise County that have police departments should be taxed in FY21/22 at a rate that is no higher than the rate in FY 20/21.

Background:

As noted in Supervisor Crosby's April 26, 2021 proposed resolution, he does not want to raise property taxes for any County residents.  Supervisor Crosby believes that County property taxes paid by residents in cities that have police departments are subsidizing the County Sheriff's patrol services to unincorporated areas because the Sheriff's Office would presumably provide more benefits to unincorporated taxpayers compared to city residents with police departments.  This taxation/service overlap between two governments, serving nearly the same population, results in a rising tax burden without corresponding service improvements.  This proposed action is intended to prevent further asymmetry in taxation, as would occur by increasing the property tax rate County-wide.
