Approve Contract No. 22-02-SHF-01 between Cochise County and Community Bridges, Inc. for mental health services at the Cochise County Adult Detention Center, in the amount of $108,905 annually, effective November 16, 2021 through November 15, 2022, with four one-year renewal options.

Background:

Cochise County Detention Medical along with Cochise Health and Social Services requested that the Procurement Department put out for public bid a Request for Proposals for Mental Health Services.

Detention Medical found multiple benefits to this possibility. Some of those benefits include, but are not limited to the following: increase the amount of mental health services provided to the individuals in custody of Cochise County Detention Center; increase in-custody suicide prevention and awareness; enhance and support the current community re-entry services; increase the collaboration with mental health providers and services within the community; decrease recidivism; and improve the overall mental health care within Cochise County Detention Facility.
 
The Procurement Department released Request for Proposal 22-02-SHF-01 to the Public on September 1, 2021, with a closing date of October 1, 2021.  A site visit was held for all interested vendors to attend on September 16, 2021. Three vendors submitted proposals. All proposals were evaluated by an evaluation team comprised of the Detention Center, Health Department, Procurement, and the County Attorney’s Office.
The evaluation team determined Community Bridges Inc. as the proposed awarded Contractor for this service.


Community Bridges Inc currently provides mental health care to individuals within the community and throughout Cochise County. They have ample experience in mental health and with justice involved individuals. Community Bridges Inc currently has a presence in communities throughout Cochise County and serves the mental health needs of individuals living within Cochise County. Collaborating with an organization who is already established within Cochise County ensures the organization understands the rural nature, lack of immediate resources, and substantial need for adequate mental health care within Cochise County. Community Bridges Inc’s current community involvement also creates a “pipeline” for continuity of care and can increase the resources immediately available to individuals being released into the community, in turn, decreasing recidivism.
 

Department's Next Steps (if approved):

The Department will begin coordinating with Community Bridges, Inc. to begin implementing the services.
 

Impact of NOT Approving/Alternatives:

There will be a lack of adequate mental health care for the individuals in custody of the Cochise County Adult Detention Center.
