Approve Amendment 1 to Intergovernmental Agreement (IGA) No. CTR055207, Public Health Emergency Preparedness Program, between the Arizona Department of Health Services (ADHS) and Cochise Health & Social Services, in the amount of $669,376, effective July 1, 2021, through June 30, 2023.

Background:

The goal of this project will be utilizing grant funds to establish, expand, train, and sustain the public health workforce to support COVID-19 prevention, preparedness, response, and recovery initiatives. CDC Workforce Development Crisis Emergency funds are expected to strengthen and enhance jurisdictional COVID-19 prevention, preparedness, response, and recovery initiatives, including public health workforce development needs.

CHSS will achieve this goal through the following approved strategies: 1) Augment the public health workforce pipeline to improve the ability to sustain COVID-19 recovery initiatives and prepare for future responses, 2) Develop or enhance training programs for new and/or existing public health staff supporting COVID-19 preparedness, response, and recovery efforts, and 3) Retain existing public health staff through various initiatives to ensure continued COVID-19 preparedness, response, and recovery efforts.

Specifically, these strategies will be achieved as follows:
  1. Provide emergency response and all hazards planning training,
  2. Train on critical incident stress management and/or psychological first aid for staff,
  3. Fund continuing education requirements and certifications for staff,
  4. Fund certifications such as CHEP, CDEP, and AEM/CEM certification,
  5. Support wellness and self-care activities, and
  6. Conduct an analysis of the workforce and organization.
These Strategies support Public Health Accreditation Board Measures 8.2.2, 8.2.3 & 8.2.4

Department's Next Steps (if approved):

Send signed approved IGA back to ADHS.

Receive notification that IGA has been fully executed and ready for approval in ADHS Portal.

Budget Amendment (BA) prepared by Program Manager/Coordinator. 

Once Purchase Order is released from ADHS, send BA, Fully Executed Contract, minutes of BOS meeting where IGA/Contract was approved, and Fillable Grant Form to County Finance for entry into New World System. 

IGA & BA are processed by County Finance.

Impact of NOT Approving/Alternatives:

CHSS workforce would continue to struggle to ensure Cochise County is prepared to respond to Public Health Emergencies.
