Discussion and possible direction regarding a reduction in force and the financial and service impacts due to the termination of the agreement between SouthEastern Arizona Governments Organization (SEAGO) and Cochise County for Area Agency on Aging Case Management Services.
Background:
Cochise Health and Social Services has served as the vendor for SEAGO AAA case management for many years. CHSS was informed by the SEAGO AAA Director of the intention to transition case management in-house to SEAGO soon after the publication of the Strategic Plan in 2020. On April 28, 2022, the Public Fiduciary was informed the termination of the full year contract would take effect in FY23. The FY23 contract term offered is three months, from July 1, 2022, to October 31, 2022. The termination of this agreement has an impact on County employees, the general fund, and potential service impacts to the AAA clients. Per County Merit Rule 6,B, the Board must be informed of a Reduction in Force plan when a position is eliminated without the intention of replacing it as a result of a shortage of funds, reorganization, or reduced demands for service. Staff seeks to inform the Board on these transition plans.
