Approve the use of $9,277,390 of American Rescue Plan Act (ARPA) funds for fiscal year 2022-2023 General Fund Payroll.
Background:
Cochise County received approximately $24.4 million in American Rescue Plan Act (ARPA) funds. The US Treasury's final rule describes payroll for government employees as an allowable expense for the ARPA government services expense category. Requesting to utilize $9,277,390 of ARPA funds for General Fund payroll in FY23. Upon approval, finance will make an interfund transfer of $9,277,390 from Fund 533 (ARPA) to Fund 100 (General Fund). After completion, approximately $7m of the ARPA funds will remain.
