Docket R22-04 (Solar Energy Power Plant) A staff-initiated amendment to the Cochise County Zoning Regulations Article 18, Site Development Standards
Background:
This is a staff-initiated text amendment to section 1824 of the Zoning Regulations. Article 18 includes development standards for various land uses, Section 1824 specifically applies to solar energy power plants (SEPPs). SEPPs are utility-scale, non-residential solar projects that supply power to off-site consumers. They are considered permitted uses in Industry zoning districts and special uses in Rural and General Business zoning districts. There are several SEPP projects in operation in Cochise County, The changes proposed will update regulations, increase consistency among staff recommendations, and incorporate additional best practices into zoning. Also proposed are measures intended to limit County liability in cases of abandonment, damage, transfer/sale, cessation of use, and the end of the useful life of the SEPP. This docket was tabled by the Commission during the November 9, 2022, meeting until the December 14, 2022, meeting.
