Approve an opioid settlement Grant Agreement between the Office of the Arizona Attorney General and the Cochise County Sheriff's in the amount of $250,000 for the purpose of opioid abatement efforts, effective upon signing through June 30, 2023.

Background:

In July 2022, Attorney General Brnovich secured consent judgments with Cardinal, McKesson, and AmerisourceBergen—the nation’s three major pharmaceutical distributors—and Johnson & Johnson, which manufactured and marketed opioids. Arizona and its political subdivisions will receive more than $540 million over the next 18 years from the consent judgments for opioid treatment, prevention, and education.

The money will be dispersed according to the One Arizona Memorandum of Understanding (One Arizona Plan), an agreement with 90 Arizona cities and towns and all 15 counties to distribute funds from opioid settlements expeditiously.  As part of the One Arizona Plan, the Arizona Legislature appropriated a portion of the settlement to the AGO during the 2022 legislative session to provide funding for grant programs to address and alleviate opioid abuse across the state.

Department's Next Steps (if approved):

The Sheriff's Office will work with procurement to obtain an anti-opioid marked community outreach vehicle and public outreach materials. These funds will also be used to fund outreach overtime with the focus on opioid abatement.

Impact of NOT Approving/Alternatives:

The Sheriff's Office will continue to use limited general fund overtime for community outreach and opioid abatement.
