Approve Grant Agreement M22-0061 between the Arizona Department of Emergency and Military Affairs (DEMA), Cochise County, and the Cochise County Sheriff's Office in the amount of $250,000, effective October 1, 2022 through December 31, 2023, to fund redundant Outside the Radio Network (ORNI) dispatch console between Douglas Police Department and Southeast Arizona Communications (SEACOM).
Background:
The scope of this agreement is to establish a redundant "Outside the Radio Network" (ORNI) dispatch consoles at Douglas Police Department with connectivity to Southeast Arizona Communications (SEACOM). The ORNI consoles allow the remote operation of dispatch console services at SEACOM through a secure virtual private network (VPN). The VPN provides that radio link to the Cochise County Sheriff's Office radio system thus allowing the remote dispatch console the same functionality as the one installed at SEACOM.
Arizona Department of Emergency and Military Affairs will provide the funding in this agreement at a cost of $250,000.

Impact of NOT Approving/Alternatives:
Southeast Arizona Communications (SEACOM) will not be able to establish Douglas Police Department as an emergency backup center for SEACOM.
