Adopt Resolution 23-03, adopting the 2022 Cochise County Multi-Jurisdictional Hazard Mitigation Plan.

Background:

Multi-Jurisdiction Hazard Mitigation Plans (MJHMP) have a life span of five years.  MJHMPs allow communities the opportunity to evaluate risk and vulnerability in a quantifiable manner, and allow communities to be eligible for mitigation grant funding opportunities. This 2022 MJHMP update marks the fourth time Cochise County and partner jurisdictions have gone through the Hazard Mitigation planning process, the last being in 2017.

In completing the plan, the County partnered with Sierra Vista, Benson, Bisbee, Willcox, Tombstone, Douglas, and the Arizona Department of Emergency and Military Affairs (AZDEMA).  The planning team evaluating the hazards included: city administrators, engineers, public works employees, police and fire representatives, and emergency management staff.  Additionally, the plan was posted publicly and we actively sought public input. 

The MJHMP plan revision/update began in the spring of 2022 and we finished the AZDEMA review process at the end of December 2022.  The plan is currently being reviewed by FEMA, and it is reasonable that FEMA may make minor recommendations - which Emergency Management staff can make after plan adoption. 

Department's Next Steps (if approved):

County Board adoption of plan is final step in plan update process.  Cities/Towns themselves will also have the option to adopt the plan. 

Impact of NOT Approving/Alternatives:

County will not have an active MJHMP and be ineligible for certain grant opportunities.
