Adopt Resolution 23-12 to select Owner-Occupied Housing Rehabilitation/Emergency Home Repair as Cochise County’s Community Development Block Grant (CDBG) project to forward to the Arizona Department of Housing for funding.
Background:
In 2023 Cochise County will receive approximately $498,872 in Community Development Block Grant (CDBG) funds. The Notice of Availability of Funds was published in a newspaper of general circulation on February 5 and February 8, 2023. A public meeting was held on February 28, 2023 to receive citizens' input as to how the funds should be spent. It was suggested that Owner-Occupied Housing Rehabilitation/Emergency Repairs be considered as a possible CDBG project, On March 14, 2023, a Board of Supervisors Work Session was held to discuss CDBG national objectives and grant criteria which guide how funds can be spent. The Arizona Department of Housing requires that a second public hearing be held at which a CDBG project is selected and a resolution is adopted to this effect.
Department's Next Steps (if approved):
The Development Services Department will draft Owner-Occupied Housing Rehabilitation/Emergency Repair guidelines and will send the guidelines to the Arizona Department of Housing for Approval. Once approved, the guidelines will be forwarded to the Board of Supervisors for adoption at a public hearing.
Impact of NOT Approving/Alternatives:
If a CDBG project is not selected by the Board of Supervisors and a resolution adopted to this effect, the CDBG funds will not be awarded to Cochise County by the Arizona Department of Housing.
