Approve Intergovernmental Agreement (IGA) between the Cochise County Library District and San Simon Unified School District No. 18, for the continued operation of a library district branch located at 2393 Rock House Road, Portal, AZ, effective March 8, 2023 through March 7, 2027, with automatic one-year extensions.

Background:

The Cochise County Library District has operated a branch library in the Old Schoolhouse on Rock House Road in Portal since 1980.  The library building and adjacent outbuildings are owned by San Simon School District No. 18.  The existing agreement for the operation of the branch library was adopted in 2007.  

Updating this agreement was prompted by the arrival of a new school superintendent, and growing concerns at the school district about maintaining the library building.  The updated agreement gives the Library District primary responsibility for routine repairs and maintenance as specified in Section 11.  This change represents an improvement for the Library District, in that Library District administration can ensure timely maintenance and prevent larger problems from developing.  It also meets the needs of the school district.  

Library District administration is comfortable with this change and hopes to move forward with the updated agreement.  Cochise County Facilities has been included in discussions about the updated agreement, and the Library District has funds available to offset maintenance costs.

Department's Next Steps (if approved):

The Library District will continue to operate the Myrtle Kraft Portal Library through March 7, 2027.

Impact of NOT Approving/Alternatives:

The Library District will not have a current agreement for the operation of the branch library.

This IGA requires signatures from the Chair of the BOS on behalf of the Library District.  Please return two originals to the Library District.  Library District staff will retain one fully executed original and give one to the San Simon Unified School District for their files.
