Approve an increase of $20,000 from $95,745 to $115,746, to Grant Agreement HT-23-2912, approved on July 11, 2023, with the City of Tucson, Southwest Border Arizona Region High Intensity Drug Trafficking Area (HIDTA) Program, and the Cochise County Sheriff's Office, to participate in the Southern Arizona Major Investigative Team (SAMIT) for salaries, partial fringe benefits (ERE), services, and supplies, effective January 1, 2023 through December 31, 2024.
Background:
The Sheriff's Office has a contract (recurring) for funding of personnel by the Southwest Border Arizona Region High Intensity Drug Trafficking Area (HIDTA), Southern Arizona Major Investigative Team (SAMIT). This grant is a funding source the Cochise County Sheriff’s Office has applied for, and been approved to utilize as a source of funding for salaries, partial fringe benefits (ERE), and to purchase supplies for one deputy assigned to work in the HIDTA drug task force. This task force works under the guidance of a local Drug Enforcement Agency (DEA) Office. Their mission is to combat illegal drug use, sales, and smuggling occurring within the communities of Cochise County. This grant does not have a matching requirement, however it only pays for 15% of EREs.
The Sheriff's Office requested and was approved an increase of $20,000 to pay for helicopter fuel. The helicopter is being funded through a separate AZDEMA grant.

Department's Next Steps (if approved):
If approved, the Sheriff’s Office will be able to use the helicopter to support law enforcement missions which will increase the safety and security of the citizens of Cochise County.
Impact of NOT Approving/Alternatives:
If not approved, it will severely impact the Sheriff’s Office ability to use the helicopter. We may not have the funds to pay for fuel.

The Sheriff's Office requires BOS approval for the increase. The BOS does not need to sign the reprogramming agreement.
