Approve Federal Grant ISA-ARPA-DPS-050123-01, CFDA 21.027, Subgrant Award Agreement, from the Arizona Department of Public Safety, for the Victims of Crime Act Victim Assistance Program, in the amount of $112,530, with required matching funds of $28,133, effective October 1, 2023 through September 30, 2024.
Background:
The award amount of $112,530 and the matching funds of $28,133 are to be used by the Cochise County Attorney’s Victim Witness Program to provide victim assistance services during FY 2024. The award funds salaries and partial fringe benefits for (two) 2 full time Victim Advocates’ and part of a Program Manager’s salary and fringe benefits. The remaining fringe benefit amounts will need to be covered by other funds. The matching funds are provided through funding another full time Victim Advocates' salary and fringe benefits.
These positions provide quality services to victims of crime throughout Cochise County. The Victim Advocates divide their time between the Justice Precinct Courts and Cochise County Superior Court to ensure that crime victims are aware of the Victims Rights and services related to victim assistance to include victim notifications of case hearings and trials. The Program Manager position will also provide victim assistance to include court advocacy, administer the program through grant writing, budget development, statistical data preparation, and implement program policies and procedures.
Fiscal Impact & Funding Sources: Fund 130 - VOCA Grant Award $112,530 and Match $28,133 with the grant as follows: General funds - (currently budgeted) Victim Witness personnel salaries and ERE’s. Approximately $11,000 for uncovered fringe benefits (currently unbudgeted).

Impact of NOT Approving/Alternatives:
If not funded, the positions under this grant will not exist and Cochise County crime victims will be underserved; provided with a minimum of victim assistance; or no assistance at all. Cochise County desperately needs the VOCA Grant to maintain its Victim Advocacy Project. The positions funded by this grant will also perform mandated services with a workload of approximately 300 notifications to victims per month. If notifications are not done or done in a timely manner it places the County in a liability position.
