Approve Grant Agreement WC6-229-2024 between Water Infrastructure Finance Authority of Arizona and Cochise County Flood Control District for the Coyote Wash Stormwater Management Initiative, in the amount of $3,000,000, effective upon signing.
Background:
The Bella Vista/Coyote Wash Stormwater Management and Recharge Project has been in the monitoring, planning, study and design phases since its acquisition in 2014 with the help of Fort Huachuca's ACUB (Army Compatible Use Buffer) funds. In December of 2022 the Board approved a design contract with JE Fuller to provide design and construction plans. The design will be completed by October of this year. In July of 2022 the Board approved a construction grant of $1,500,000 from the Department of Defense’s Readiness and Environmental Protection Integration (REPI) Challenge that will be combined with this WIFA Grant, plus $500,000 from FCD funds for the estimated construction cost of $5,000,000. Construction should start in February and be completed in September 2025.

Proceed with Grant acceptance process, complete design and construction of project.
Impact of NOT Approving/Alternatives:
Not approving this funding would result in the inability of the Flood Control District to complete the final construction step in the Bella Vista/Coyote Wash Stormwater Management and Recharge Project as a good faith member of the Cochise Conservation and Recharge Network and Fort Huachuca Sentinel Landscape. In addition, we would have to decline the construction REPI Grant from 2022.
