Information
Agenda Item Text:
Approve Amendment 1 to Interagency Service Agreement M22-0061 between the Arizona Department of Emergency and Military Affairs (DEMA) and the Cochise County Sheriff's Office extending the terms to December 31, 2024.
Background:
This project is for the Cochise County Radio Communication Network for Outside the Radio Network (ORNI) consoles.
Cochise County and the State of Arizona are facing unprecedented challenges. The mass migration and unlawful border crossings taking place, along with minimal to no security checks, enhances the need for all public safety organizations to collectively strengthen their goals to prevent, protect, mitigate, and respond to critical situations that affect the safety, well-being, and security of Arizona. The ORNI project fulfills this need for Cochise County. As of December 2022, the Douglas Police Department has become the E911 backup center for the Southeastern Arizona Communications Center (SEACOM). The ORNI remote consoles at DPS will be designed as a "hot" backup E911 site for SEACOM, and will provide emergency radio services to public safety organizations, should a catastrophic event disable SEACOM.
This project was delayed due to supply issues and other factors out of our control. The request for extension of the deadline was first sent to DEMA in November 2023. It was approved by DEMA on 03/08/2024. We did not receive the updated amendment until June 2024.

Department's Next Steps (if approved):
The Cochise County Sheriff's Office will continue working on this ORNI project with a goal of completing by the new deadline of December 31, 2024.
Impact of NOT Approving/Alternatives:
If not approved, this would negatively impact the Cochise County Radio Communications Radio Network, not only for the Cochise County Sheriff's Office, but for all law enforcement and first responder agencies throughout Cochise County.
To BOS Staff: Document Disposition/Follow-Up:
Sign 2 original copies of the agreement and return them to Captain John Gjerde or other Sheriff's Office Command Staff.
