Adopt Resolution 24-20 to select owner-occupied housing rehabilitation as the Cochise County CDBG Colonias Grant Application project. 

Background:

In FY24, Cochise County used its Regional CDBG funds and State Housing Trust Funds to conduct housing repairs for income-qualified residents of Cochise County. Recently, Cochise County applied for a competitive State Special Projects (SSP) grant in the amount of $275,000 to continue this program. Arizona Department of Housing has not yet announced which jurisdictions will be awarded the SSP funds. An additional opportunity exists to apply for grant funding through the CDBG Colonias Grant. This opportunity will not occur again for two years. Under this grant, the project must be located within a Colonias and must fit within the grant's eligible projects. (e.g. housing, water infrastructure construction, sewer infrastructure construction, water infrastructure planning, or sewer infrastructure planning). A public hearing will be held to gather citizen input on September 3, 2024. If consistent with citizen input, this is a request to select housing repair as the Cochise County Colonias Grant project.  

Department's Next Steps (if approved):

If approved, the Development Services Department will apply for the CDBG Colonias Grant.

Impact of NOT Approving/Alternatives:

If the Board of Supervisors does not select housing repair as its CDBG Colonias Grant project, this opportunity will be lost. Housing repair is the only viable project to select because, with the exception of creating plans for waste water treatment or potable water delivery, the projects must be shovel-ready. Cochise County does not have a shovel-ready water infrastructure or sewer infrastructure project that is located in a Colonias. However, Cochise County does have numerous homes located within a Colonias that are in need of repair.
