Approve Department of Justice (DOJ), Office of Community Oriented Policing Services (COPS) Grant 15JCOPS-24-GG-02071-TECP to develop and acquire effective equipment, technologies, and interoperable communications that assist in responding to and preventing crime, in the amount of $981,000, effective March 9, 2024, through March 31, 2026.

Background:

The FY24 COPS Office Technology and Equipment Program (TEP) provides grants to state, local, tribal, territorial, and other entities to develop and acquire effective equipment, technologies, and interoperable communications that assist in responding to and preventing crime.
The goal of the program is to increase the community policing capacity and crime prevention efforts of law enforcement agencies. The objective is to provide funding for projects which improve police effectiveness and the flow of information among law enforcement agencies, local government service providers, and the communities they serve. Funding shall be used for the projects, and in the amounts specified under the heading “Community Oriented Policing Services, Technology and Equipment Community Projects/COPS Law Enforcement Technology and Equipment” in
Congressional Joint Explanatory Statement – Division C, which is incorporated by reference into Public Law 118-42.
This is an Interoperable Communications Upgrade through the use of satellite technology.  The communications upgrade will significantly increase the effectiveness and safety of Law Enforcement working in remote areas of Cochise County where traditional radio and cellular service does not work.  This communication upgrade will also enhance the effectiveness of the Cochsie County Sheriff's Office Search and Rescue team providing communications in remote areas, allowing for faster rescue times.  Being able to get to injured or missing persons in remote areas quickly and effectively could mean the difference between life and death.   

Department's Next Steps (if approved):

If approved, the Cochise County Sheriff's Office will coordinate through the grant management system, Just Grants, to utilize the authorized funds.  

Impact of NOT Approving/Alternatives:

If not approved, award 15JCOPS-24-GG-02071-TECP will be returned to the Department of Justice, Office of Community Oriented Policing Services.  The Cochise County Sheriff's Office would lose funding for enhanced communication capabilities within the remote and rural areas of Cochise County.
