Approve Intergovernmental Agreement (IGA) 24-0010890-I, Douglas Port of Entry (POE) Connector Road, between the Arizona Department of Transportation (ADOT) and Cochise County, to administer the design of the Connector Road from State Route 80 to the new Commercial Land Port of Entry.
Background:
On May 17, 2024, Cochise County was awarded funds from the Arizona State Match Advantage for Rural Transportation (AZ SMART Funds) in the amount of $4,400,000 for the design phase of the Commercial Land Port of Entry (CLPOE) Connector Road. Total design project cost is $5,000,000 that includes a contribution match of $100,000 from County HURF funds and $500,000 from City of Douglas. The BOS approved an IGA with City of Douglas on November 26, 2024 to coordinate funding for the design and construction of the Connector Road Project.

Impact of NOT Approving/Alternatives:
The IGA solidifies the partnership between ADOT, Cochise County and City of Douglas for the CLPOE. Should it not be approved, it could question the County support and commitment to this project.
