Approve revisions to the Cochise County Procurement Policy as presented in attachments, effective December 10, 2024.

Background:

The Procurement Policy has not been revised since 2017. 
The need for changes to the policy came from the discovery of a discrepancy in the Sole Source section, along with wanting to raise the procurement thresholds of when something needs to go out for public bid. The need for this had been brought up over multiple work sessions and meetings. Upon researching other County and City Procurement policies within the state of Arizona, raising the Procurement threshold of when something gets put out for public bid from $50,000.00 to $100,000.00 aligns the County with what other entities in the state are already doing.
While making these changes, other revisions were also made.
Associate County Administrator, Joe Casey, Deputy Finance Director, Sacha Dwyer, and Contracts Administrator Anne Coppola met over several months to discuss suggested revisions to the policy.

Department's Next Steps (if approved):

If approved, the Procurement Department will communicate the revisions to county employees and will implement the revisions.

Impact of NOT Approving/Alternatives:

The policy from 2017 will still be used. The sole source discrepancy will still be in the policy and what gets put out for public bid will remain at $50,000.00.

To BOS Staff: Document Disposition/Follow-Up:

Advise Procurement and Finance of the outcome.
Provide a copy of the final, clean version to Information Technology to update the policy on the Intranet.
