Approve Human Resources Policy 2237, Employee Recognition and Awards, as written in the attachment, effective January 7, 2025.

Background:

One outcome of the  FY23 audit was a discussion that the County did not have a Board approved policy to structure how employee recognition and awards were determined or managed.
 
To address this, Finance, Human Resources, and County Administration staff drafted the attached Employee Recognition and Awards Policy. This draft has been reviewed by other Elected Officials, Court Administration, and the County Attorney. All have given their agreement that the policy describes current practices. The policy documents the public purpose served by using county taxpayer funds for employee recognition, the types of recognition approved, and the current county-wide programs. It complies with the State and IRS regulations surrounding the gift clause and taxable income.
 
 

Department's Next Steps (if approved):

Post the policy on the County website, provide a copy to all offices and departments, and conduct procurement training as necessary.

Impact of NOT Approving/Alternatives:

Uncertainty will continue to surround the rules for employee recognition actions, and such purchases could lead to audit findings in the future.
