Approve the Memorandum of Understanding between Cochise County and Cochise County Health and Social Services for an obligation of $16,661.73, in American Rescue Plan Act (ARPA) funds to Cochise Health and Social Services for mobility and portability of computer tablets and rapid drug detection tests to improve community outreach capabilities for Public Fiduciary Guardian Administrators and Community Health Workers.

Background:

During the COVID-19 pandemic, digital technology platforms were highly utilized. This platform left the community feeling disengaged and isolated, thus requiring public health to discover alternatives to engage community in their own wellness. It also created a digital divide for individuals and families in rural communities that do not possess a computer or the internet.

The COVID-19 Pandemic challenged the Cochise County Health and Social Services Department (CCHSS) to strategize on how to rethink typical public participation practices such as large community health events and to connect with those that are inaccessible via a computer.

To adapt to the impact of the pandemic, and to remain nimble for the future, the CCHSS will utilize the mobility and portability of tablets and testing to provide outlets that are safe and effective. These tools will aid the Department in promoting equity, connectivity, and inclusion, while being capable of maintaining social distancing if needed.

Launch project with CCHSS and report the obligation of funds to the US Treasury.
