Approve the Phase 2 Professional Services contract with JE Fuller Hydrology & Geomorphology, Inc. for the second phase of analysis and design for the Palominas Recharge Grant in the not to exceed amount of $226,190.
Background:
On 6 December 2011 Cochise County Flood Control District (FCD) accepted a grant from the Walton Family Foundation in the amount of $1,693,265.00. This grant is for the purpose of establishing a storm water recharge pilot project in the Palominas area. The grant period is three years and encompasses site analysis, design, construction and monitoring, as well as development of a GIS tool, a pipeline feasibility analysis and taking the lead in regional planning discussions for storm water management and recharge.
On 20 December 2011 the Cochise County FCD Board authorized the Procurement Director to negotiate a Professional Services Contract with JE Fuller Hydrology & Geomorphology (an on-call firm for the FCD) for Phase 1 investigations and preliminary design work. The contract was for a not-to-exceed amount of $167,620 and entailed the following tasks:
Data collection, Preliminary hydrologic analysis, alternative site recharge screening, Mansker initial feasibility, Mansker detailed feasibility, GIS tool development, Pipeline feasibility, King’s Ranch recharge feasibility-initial screening, Project scoping and management. All tasks are on schedule and we anticipate finishing Phase 1 with a balance of between $8,000 and $13,000, which will be rolled into Phase 2.
Phase 2 tasks are scheduled to be completed by the end of the calendar year and include:
Final Hydrologic analysis, GIS tool completion, Mansker site flood control/recharge design, King’s Ranch Preliminary design and Project management. By far the largest task is Mansker design, the outcome of which will be full construction plans that will be used to bid construction in early 2013.
The proposed budget for Phase 2 is $226,190 (plus any rolled from Phase 1) and is on target with the grant proposal for year one and its associated tasks.

Procurement will finalize contract details and Phase 2 will move forward seamlessly.
Impact of NOT Approving/Alternatives:
Cochise County will not be able to move forward as agreed with the next steps in the grant.
