Approve Contract 25-09-DEV-01 between Elliott D. Pollack and Company and Cochise County for the creation of an Affordable Housing Plan for Cochise County, in the amount of $177,400.
Background:
In 2023, based upon citizen input, the Board of Supervisors adopted Housing Repair Guidelines and selected housing repair as its Community Development Block Grant project. This program provides housing repair for low-to-moderate income residents. Since 2023, Cochise County has continued to build its housing repair program by obtaining competitive grants that fund the repairs. To date, Cochise County has received $1,679,227.00 in funding with no cost share/match required. Because the program has been developing incrementally, it lacked a strategic planning document. Last year, the Arizona Department of Housing announced a competitive grant opportunity that would provide funds for local jurisdictions to prepare an Affordable Housing Plan. Cochise County applied for and was awarded this grant in the amount of $194,450. No cost share/match is required. These funds can be used to hire a housing consultant to prepare the Affordable Housing Plan. This plan will analyze the housing needs in Cochise County and will provide strategic action items to increase affordable housing.
The Procurement Department issued the Request for Supplier Qualifications (25-09-DEV-01) on November 5, 2024 with a response deadline of November 21st which was extended until January 14, 2025. Two vendors submitted responses. The qualification statements were evaluated by an evaluation team comprised of Development Services and Housing Department staff. Elliott D. Pollack and Company received the highest score and was invited to submit a Scope of Work and Pricing. The proposed contract between Elliott D. Pollack and Cochise County is the nature of this contract approval request.

If approved, the Development Services Department will retain Elliott D. Pollack and Company to prepare the Cochise County Affordable Housing Plan.
Impact of NOT Approving/Alternatives:
If the contract between Elliott D. Pollack and Cochise County is not approved, Cochise County will lack a strategic document to guide its affordable housing program.
