Discussion of possible changes to the Planning and Zoning Commission's By-Laws and Rules and Procedures

Background:

According to the preamble of the Planning and Zoning Commission's By-Laws and Rules and Procedures, "The County Planning and Zoning Commission was created by the Board of Supervisors in 1969 to direct the growth and physical development of the County of Cochise and environs in sound and orderly fashion for the prosperity, health, safety, convenience, and general welfare of the citizens of Cochise County. The purpose of these Rules of Procedure shall be to implement this Ordinance, and its subsequent changes and revisions, and shall at all times be interpreted as carrying out the directives set forth in said Ordinance." 

As stated in section 12.15 of the By-Laws and Rules and Procedures, "The foregoing by-laws and rules of procedure, or any part thereof, may be amended at any meeting of the Commission after not less than three (3) days' notice have been given to all members of the Commission and a copy of the proposed amendment sent with the notice. It shall require the affirmative of not less than six (6) members to make any amendment or change to these By-laws and Rules of Procedure." At the May meeting, the Commission Chair wishes to discuss possible amendments to these rules. A copy of the proposed changes is attached. Items in strike-through are proposed for deletion. Underlined items are proposed for insertion. Highlighted text is meant to draw attention to a measure, specifically the requirement to make a motion to open discussion. This item is for commission discussion only. A subsequent vote may be taken at the regular meeting in June.
