Background:
Resolution 79-5, originally adopted by the Board of Supervisors, established the Cochise County Civil Defense and Emergency Services Office, outlined authorities of the Board, and implemented the provisions of Arizona Revised Statutes Section 26-301 et seq. Since its adoption, statutory provisions and best practices regarding emergency management have evolved. Likewise, Policy 2218, which provides procedures for emergency declarations and resource management, requires revisions to align with current statutory language and operational needs.
The proposed discussion will focus on identifying necessary updates to modernize both the Resolution and the Policy to ensure compliance with state law and to enhance the County’s preparedness and response frameworks.
Staff seeks direction from the Board regarding proposed revisions, with the intent to present finalized documents for formal Board approval at a future regularly scheduled meeting.
