Approve the Third Amended Intergovernmental Agreement (IGA) between Cochise County and the City of Sierra Vista for regional 911 communications and establishment of Southeast Arizona Communications Center (SEACOM), effective July 1, 2025.

Background:

The City and County desire to clarify and amend the governing structure of the Board of the Southeastern Arizona Communications Center (“SEACOM”) that is established pursuant to the IGA and make certain other changes related to human resources and fiscal agent duties. This IGA incorporates changes made in the Second Amendment to the Second IGA that were approved by the BOS in December 2024, as:
  • transfer all personnel/human resources to County and
  • allow for participation of the Sheriff as ex-officio member of SEACOM Board with tie-breaking voting authority.
The Third Amended IGA also transfers fiscal duties from the City to the County. Provisions are also included to recognize certain conditions under which certain SEACOM employees remain City employees under City personnel rules. All new hires will be County employees, as well as those that chose to transfer to the County system in January 2025. These employee provisions remove the need for any "loaned employee agreement" as previously discussed in previous amendments. 

Department's Next Steps (if approved):

County and City will continue to partner on the operations of SEACOM with County as fiscal agent.

Impact of NOT Approving/Alternatives:

City and County will not have an agreement and fiscal operations will remain with City until an agreement can be approved.
