Approve a proclamation to declare October as "Cochise County Opt-Out Month" to recognize and promote the county's unique Owner-Builder Opt-Out tradition.

Background:

In 2006, the Cochise County Board of Supervisors adopted the Owner-Builder Opt-Out Amendment, providing rural property owners the ability to construct their own homes without being subject to county building codes. This groundbreaking policy has empowered hundreds of families to create affordable, creative, and sustainable homes that reflect the county’s rural character and values.

Opt-Out homes often employ alternative building methods such as adobe, straw bale, earthbag, recycled materials, and passive energy designs, making them both an architectural curiosity and a cultural asset. A survey of local Owner-Builder Opt-Out residents and builders indicated that October is the preferred month for celebrating this tradition.

Designating October as Opt-Out Month will:

  • Promote tourism and rural heritage

  • Encourage educational events, open houses, and tours

  • Showcase Cochise County as a destination for alternative and sustainable building

  • Honor the values of self-reliance, creativity, affordability, and community heritage that have long defined the area

Through this proclamation, the Board reaffirms its support for the Owner-Builder Opt-Out tradition and invites residents, organizations, and visitors to participate in activities that promote independent building, sustainable living, and rural heritage in Cochise County
