Approve Subrecipient Agreement 230411-02 Amendment 1 between the Arizona Department of Homeland Security and the Cochise County Sheriff's Office, for Operation Stone Garden Equipment, in the amount of $201,782, extending the period of performance to be effective April 1, 2024, through August 31, 2026.
Background:
CCSO has already spent $13,000.00 of the requested $201,782.00, leaving an amount of $188,782.00. The specific equipment to be purchased are 2 Intelligence Analytics Computers @$60.222.00 ($120,444.00), 2 Digital Intelligence Service/Adapters @$ 4,527.00 ($9,054.00), 2 Gray Key Units @$730.00 ($1,460.00) and 1 Gray Key License @$57,824.00 ($57,824.00). A total amount of $188,782.00.
The Sheriff's Office has participated in the Operation Stone Garden Grant Program for many years. The overtime and mileage funding are utilized in coordination with our federal law enforcement partners, primarily the U.S. Border Patrol, to identify and deter the trafficking of humans and illegal drugs into the United States, specifically into Cochise County. These activities adversely impact public safety of the citizens of our county.
The funding allows the Sheriff's Office to strategically deploy additional personnel resources to deter, locate, arrest and/or detain persons involved in the trafficking of humans and illegal narcotics. The overtime and mileage funding also allow the Sheriff's Office to deploy additional personnel resources to remote areas of our county that are traditionally underserved, such as Portal.
However, this specific grant award is for $201,782.00 for the purchase of equipment. Specifically, the purchase of digital intelligence analytics equipment. These are necessary to support operations under the grant program. Importantly, while required to be used for grant-related operations, this equipment is also available for the broader use by CCSO for the benefit of public safety in the county. There is a misconception that Stonegarden purchased equipment can only be used for Stonegarden operations. The equipment is required to be used for those operations but not prohibited from other use by the CCSO. Noteworthy is the fact that during the years of the participation in this grant program, CCSO has received over $1,124,207.00 in funding to purchase public safety equipment that might have otherwise been a burden to county taxpayers.
Furthermore, the acceptance of this funding allows CCSO to purchase this much needed equipment our office otherwise would burden county taxpayers to purchase.

If not approved, the Sheriff's Office will not be able to purchase the equipment and provide advantages the equipment provides to our employees in capturing those who smuggle human and/or illegal drugs into our country.
