Approve the Intergovernmental Agreement (IGA) with the City of Yuma, Yuma County, and the Arizona Department of Public Safety (DPS) for Cochise County to join the Arizona Statewide Public Safety Radio System.

Background:

The Arizona Statewide Public Safety Radio System integrates regional radio systems operated by the City of Yuma, Yuma County, and the Arizona Department of Public Safety (DPS) into a unified statewide platform.  Cochise County currently operates a regional radio system and desires to join the shared system through this Intergovernmental Agreement.  Participation will improve public safety communications by enabling interoperability with state, local, federal, and tribal agencies across Arizona.

Department's Next Steps (if approved):

  1. Notify partner agencies as listed in the Agreement.
  2. Authorize Motorola to begin integration work between Cochise County’s radio system and the statewide system.
  3. Establish and maintain the required backhaul connection from Cochise County’s system core to YRCS and DPS.
  4. Participate in the Arizona Statewide Radio System Owners working group.
  5. Program and manage County subscriber radios for use on the system.

Impact of NOT Approving/Alternatives:

  1. Cochise County would continue to operate its independent radio system.
  2. The County would not be able to communicate directly with other agencies on the statewide system, limiting interoperability for law enforcement, fire, EMS and emergency management.
  3. This would impact the County’s ability to coordinate and deliver effective public safety and emergency services during multi-agency incidents.

To BOS Staff: Document Disposition/Follow-Up:

  • File and record the executed IGA.
  • Provide copies to partner agencies and County IT.
