Adopt Resolution 25-28 to establish James Ranch Road as a Declared County Highway.
 

Background:

Today’s public hearing considers the necessity to establish James Ranch Road as a Declared County Highway.
In a previously Board-approved action on December 10, 2024, Cochise County entered into an Agreement with the Arizona Department of Transportation regarding the construction of  the new commercial International Port of Entry located approximately 4.5 miles west of Douglas on James Ranch Road. Under this agreement, the County is tasked with acquiring the necessary rights-of-way associated with the road construction.
This establishment of a Declared County Highway is required prior to spending any public funds on a roadway.
The establishment also signifies the County’s intent to acquire the necessary rights-of-way and to facilitate the construction and maintenance of the Declared County Highway for the public benefit.
The National Environmental Policy Act (NEPA) process must be completed prior to acquiring land for a federally funded project. The NEPA clearance was finalized on 04-01-2025 by ADOT.
 

Department's Next Steps (if approved):

Upon establishment of James Ranch Road as a Declared County Highway the county will be allowed to acquire rights-of-way.
 

Impact of NOT Approving/Alternatives:

James Ranch Road will not be come an established county highway; no public funds will be able to be used to improve the road and rights-of-way will not be acquired.
