Approve the appointment of Anne M. Borowiec as Superior Court Judge Pro Tempore, pursuant to Article VI, § 31 of the Arizona Constitution and A.R.S. §§ 12-141, 12-144, et seq. and authorize Court Administration to utilize a duly appointed Superior Court Judge Pro Tempore from another county, if needed under extenuating circumstances, pursuant to A.R.S. § 12-144, effective October 7, 2025, through June 30, 2026.
Background:
Anne M. Borowiec (State Bar #020780) was appointed by Chief Justice Ann A. Scott Timmer of the Arizona Supreme Court on September 10, 2025. Her term as Superior Court Judge Pro Tempore shall begin upon approval by the Board of Supervisors and continue through June 30, 2026. Superior Court Judge Pro Tempore Borowiec shall perform judicial duties as authorized under A.R.S. § 12-144, as assigned by the Presiding Judge.
On September 5, 2025, the Honorable Terry Bannon retired from the position of Superior Court Judge Pro Tempore for Division Six.
To initiate the judicial recruitment process, the Presiding Judge established a Selection Committee comprised of seven members: two judges, two attorneys, two non-lawyer community members, and the Court Administrator.
The court received fourteen applications for the vacancy. From those applicants, four candidates were selected for interviews. On Friday, September 5, 2025, following the interviews, the Selection Committee submitted its recommendation to the Presiding Judge, who then approved the appointment of Anne M. Borowiec.
Following that approval, the Presiding Judge submitted a formal request to the Arizona Supreme Court for the appointment of Anne M. Borowiec to serve as Superior Court Judge Pro Tempore for Division Six.
On September 10, 2025, Chief Justice Ann A. Scott Timmer appointed Anne M. Borowiec as Superior Court Judge Pro Tempore. Her term shall begin upon approval by the Cochise County Board of Supervisors and continue through June 30, 2026, in accordance with A.R.S. § 12-141. The appointment is contingent upon approval by the Board of Supervisors and must be renewed each year.

Department's Next Steps (if approved):
Following approval by the Board of Supervisors, the court will issue an Administrative Order formally appointing Anne M. Borowiec as Superior Court Judge Pro Tempore.
Impact of NOT Approving/Alternatives:
If the appointment is not approved, the court would require the Selection Committee to reconvene and submit additional recommendations from the final candidates interviewed to the Presiding Judge. The Presiding Judge would then be responsible for selecting a candidate and submitting a formal appointment request to the Arizona Supreme Court. Additionally, such a delay would negatively impact the resolution of court cases and hinder the efficient delivery of timely justice.
