Approve Resolution 25-30 Relating to Cochise County Emergency Management, the Emergency Powers and Authorities of the Board of Supervisors and Implementing the Provisions of ARS Sections 26-301, et seq.
Background:
The current Resolution related to Emergency Management, emergency powers of the Board of Supervisors and implementing the provisions of ARS Section 26-301, et seq. is from 1979. Since then, the Arizona Revised Statutes have changed, as has the County structure and County operations, calling for a revision of this Resolution. The Board held a work session in July 2025 to review these changes. Recommended changes and updates:
- Refer to the Department as Emergency Management, no longer Civil Defense and Emergency Services.
- Update definitions to align with ARS Section 26-301
- Update Powers of the Board of Supervisors to align with ARS Sections 26-307 and 26-311
- This includes a limitation on proclamations or regulations issued by the Chairman of the Board of Supervisors.
- Update Duties of the Director of Emergency Management to align with ARS Section 26-312
- This includes the designation of the Director of Emergency Management as designee to accept offers of resources for emergency purposes, and places a seven-day Board of Supervisor notification requirement on that acceptance.
