Approve Contract 24-02-SHF-01, with Combined Public Communications for Inmate Voice, Video, and Tablet Communication System and Service for Cochise County Jail Locations.

Background:

The current communication system is outdated. Jail Commander Kenneth Bradshaw worked with Procurement in releasing Request for Proposal, 24-02-SHF-01, Inmate Voice, Video, and Tablet Communication system for public solicitation. A site visit was held for any interested vendors. Seven vendors submitted proposals. The jail staff evaluated all proposals and determined that Combined Public Communications offered the best product for the jail.  Information Technology Director Alan Gordon also reviewed the selected proposal to ensure that the system would work with the jail information technology infrastructure.
There is no cost of implementing the system as the users of the system have to pay for the services. Therefore, those payments offset the cost of implementing the new system.
 

Department's Next Steps (if approved):

Issue Purchase order to Combined Public Communications. and begin working with them on installing and implementing their system.
 

Impact of NOT Approving/Alternatives:

There would be no communication system in the jail. Jail inmates would have no way of communicating with family, legal counsel or have any other pertinent communication with anyone outside of the jail.
Jail inmates have a fundamental right to communicate with the outside world.
