Discussion and possible direction regarding the Cochise County Comprehensive Plan.
Background:
The Cochise County Comprehensive Plan 2045 outlines a vision for a vibrant, resilient, and inclusive future that preserves rural character while supporting sustainable growth. Reflecting extensive public input, it addresses priorities such as housing affordability, rural preservation, water resources, infrastructure, and opportunities for youth and businesses. Organized around elements required by Arizona law, the plan provides strategies for land use, transportation, water, energy, housing, economic growth, and public services. Emphasizing smart growth, renewable energy, workforce development, and heritage tourism, it offers a coordinated framework for managing growth over the next two decades. Staff will present an overview of the draft and outline the adoption process. A copy of the preliminary draft and corresponding presentation will be attached to the item.
Department's Next Steps (if approved):
This item was presented to the Planning Commission on October 8th during a work session. Staff has asked for the commission to review and transmit comments to staff before and during a subsequent work session in November. Staff would also like to solicit feedback from the board – regarding the draft and additional community outreach prior between now and the proposed adoption (projected late February 2026). Additional work sessions can be scheduled as needed.
