Approve Grant EMV-2025-GR-05060 from the Department of Homeland Security through the Fiscal Year 2025 Targeted Violence and Terrorism Prevention Grant Program, in the amount of $1,000,000, effective September 30, 2025, through August 31, 2028.
Background:
The Department of Homeland Security, FEMA, has awarded the Cochise County Sheriff's Office $1,000,000.00 through the FY 2025 Targeted Violence and Terrorism Prevention Grant Program (TVTP). The TVTP grant program provides financial and technical assistance, training, and resources to eligible applicants. These grants enable recipients to develop sustainable, multidisciplinary TVTP capabilities in local communities, pilot innovative prevention approaches, and identify prevention practices that can be replicated at limited cost in communities across the country. This grant will provide funding for the following: Personnel $315,000.00, Fringe Benefits $234,966.00, Travel $250,000.00, Equipment $42,539.00, and Indirect Costs $157,495.00. Personnel funds are for 2 detention officers that will be classified as 287G officers. The 287G officer is a qualified warrant service officer to process and handle illegal immigrants held at the Cochise County Jail. The travel funds is for travel, training, conferences and expenses associated with issues and challenges as an Internation Border community. Sheriff Dannels has a strong commitment to the Southern Border and the challenges faced by being a border community. Through collaboration and leadership with the American Sheriff's Alliance, which includes the National Sheriff's Association, Southwestern Border Sheriff's Coalition, Texas Sheriff's Coalition, Major Counties Sheriff's Association, and Western States Sheriff's Association, Sheriff Dannels is spotlighting the importance of standing united and border security. The travel funds will be used for the Backyard to borders program, where the CCSO offers law enforcement, politicians, and anyone wanting to learn about the border an opportunity to visit Cochise County and learn about creative ways CCSO has helped secure the border and deal with challenges, both from a criminal and humanitarian aspect we are faced with daily. Equipment funds of $42,539.00 for a ScanSik 3643-UEOD digital Portable X-ray Dual Battery machine to assist in EOD operations. Indirect charges funds of $157,495.00, calculated at 15% de minimis, based on MTDC. Direct charges for calculation include personnel, fringe, travel, and other. This will help cover indirect costs for other departments within Cochise County that provide indirect services associated with this program.
Department's Next Steps (if approved):
If approved, the Cochise County Sheriff's Office will coordinate with the Department of Homeland Security and FEMA to unitize the authorized funds.
Impact of NOT Approving/Alternatives:
If not approved, agreement EMW-2025-GR-05060 will be returned to the Department of Homeland Security. General funds will be requested to fund what the grant is funding.
